The City of Downey Utilities Division is seeking a consultant to provide professional engineering services for systemwide PFAS water supply treatment improvements. - Government Buyer: - City of Downey, Utilities Division (Public Works Department) - Project Scope: - Design and engineering for two new PFAS treatment plants (Northerly and Southerly locations) - Construction of influent and product water pipelines connecting groundwater wells to treatment plants and the city’s water transmission system - Site improvements, reservoir rehabilitation, and pump station upgrades - SCADA system hardware and software upgrades - Backup power generation equipment - Products and Equipment Requested: - Ion Exchange (IX) PFAS treatment vessels and systems (North Plant: 4 trains, South Plant: 6 trains) - Granular Activated Carbon (GAC) vessels for peroxide quenching (5 units, 40,000 lb each) - UVAOP treatment system (2 Trojan UVAOP Flex 100 units) - Pretreatment filters (bag or cartridge type, with standby units) - Chemical storage and feed systems (hydrogen peroxide tanks and metering pumps) - Raw and treated water pipelines (up to 42-inch diameter) - Reservoir rehabilitation (1 x 5 MG reservoir) - Services Requested: - Preparation of construction plans, specifications, engineer’s estimates, and record drawings - Geotechnical analysis, utility coordination, environmental compliance (CEQA/NEPA) - Public outreach and integration with the City’s GIS system - Construction and post-construction engineering support (material submittal review, RFIs, field changes, start-up, as-builts) - Pilot pipe study and loan application support - Unique/Notable Requirements: - Compliance with U.S. EPA Region 9 procurement and federal funding standards - Participation encouraged from small, minority, and women-owned businesses - Project includes PFAS and 1,4-dioxane treatment to meet regulatory standards and prevent well shutdowns - Operational goals for contaminant concentrations below specified MCLs and NLs - OEMs and Vendors Mentioned: - Trojan Technologies (UVAOP Flex 100 units) - Evoqua Water Technologies (IX systems, GAC media) - Johnson Controls (SCADA and controls) - PSI Water Technologies (water treatment equipment) - Multiple engineering firms listed as interested parties (e.g., AKM Consulting Engineers, Kennedy/Jenks Consultants, Tetra Tech, Michael Baker International, Willdan Engineering, etc.)

This Request for Proposal (RFP) seeks a Consultant to provide professional engineering services for PFAS treatment improvements to the City's northerly and southerly water supply systems. The scope includes design of treatment plants, influent and product water pipelines, and associated improvements. The project aims to treat PFAS contaminants in groundwater to meet regulatory standards and prevent well shutdowns.
