NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs (VA), Veterans Health Administration, Network Contracting Office (NCO) 16 in Houston, TX 77056, intends to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed award will be made to: United Access 6836 N. Sam Houston Pkwy W. Houston, TX 77064 The Michael E. DeBakey VA Medical Center requires the procurement of a Brand Name Adaptive Conversion Van (Toyota Sienna) and an adaptive sedan. Due to the unique characteristics, brand name specifications, proprietary configurations, and required servicing, United Access is the only responsible source capable of fully meeting the Government s needs. This Notice of Intent is not a request for quotations. Interested parties may submit a capabilities statement no later than July 7, 2026, at 3:00 PM CST to:tiffany.burks@va.gov Please include Notice of Intent UNITED ACCESS in the subject line. Capabilities statements must provide clear, complete, and unambiguous evidence demonstrating the ability to provide the required vehicles and associated adaptive conversions. Responding as an interested party in SAM.gov does not constitute sufficient evidence of capability. A decision not to compete this requirement based on responses received will remain solely at the discretion of the Government. All respondents must be registered in SAM (https://sam.gov) to be eligible for award. No telephone or fax inquiries will be accepted. If no valid capability statements are received by the deadline, NCO 16 will proceed with a sole source negotiation and award to United Access.
