The US District Court, Central District of California Probation and Pretrial Services Office is seeking hotel and conference services for its 2026 Post Conviction Division Training Conference. - Government Buyer: - United States District Court, Central District of California Probation and Pretrial Services Office (USDC CAC Los Angeles) - OEMs and Vendors: - No specific OEMs or vendors named; solicitation is open to direct hotel management only (brokers excluded) - Products/Services Requested: - Hotel accommodations for approximately 120 attendees, totaling 360 room nights - Meeting room rentals for main sessions (3 days) - Food and beverage services: buffet breakfast, lunch, and refreshment breaks for 120 attendees over multiple days - Audio-visual equipment rental: wireless microphones, projection screens, podium, pipe and drape, flipcharts, and technical assistance - Wi-Fi connections (2) - Complimentary or reduced-rate self-parking for at least 120 vehicles - Unique/Notable Requirements: - Properties must have a 4-star or better rating from Michelin, Hotels.com, or TripAdvisor.com - Only direct responses from hotel management are accepted; brokers are not eligible - Locations limited to waterfront or bayfront San Diego, Oceanside, Carlsbad (San Diego County), or waterfront San Clemente (Orange County) - Proposals must include a technical approach, project management plan, and detailed pricing worksheet - Site surveys may be conducted to verify facility suitability

The United States District Court, Central District of California Probation and Pretrial Services Office, is seeking proposals from hotels and resorts for our 2026 Post Conviction Division Training Conference.

This is a request for Open Market Pricing.

Counties Being Considered: waterfront or bayfront San Diego, waterfront Oceanside, waterfront Carlsbad, in San Diego County.  Waterfront San Clemente in Orange County.

Property must have a rating of 4 stars or better from Michelin, Hotels.Com or TripAdvisor.Com.  

Quotes must be emailed to veronica_lujan@cacd.uscourts.gov by 4:00pm, Friday, July 24, 2026, local time.

Submit a technical proposal describing your approach and project management in accordance with the attached statement of work.  Use the attached quote sheet for a price quotation, broken down by task, with any supporting documentation for the price attached.  Site surveys may be conducted prior to award to ensure the facility meets event requirements.  

The USDC will not accept proposals from any Brokers.  All responses must be direct from Hotel Management.  All responses must be submitted using the quote sheet on Page 8.

A fixed price award from this RFQ will be based on the lowest priced, technically acceptable offer.
