NOAA is seeking a contractor to provide annual yard work, maintenance, and contingency repair services for the research vessel R/V R6701 Fulmar, managed by the Office of National Marine Sanctuaries, West Coast Regional Office in Monterey, CA. - Government Buyer: - Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) - Office of National Marine Sanctuaries, West Coast Regional Office (ONMS WCR) - Eastern Acquisition Division, Norfolk, VA - Scope of Work: - Annual yard work and services for the NOAA R/V Fulmar - Contingency repairs based on Condition Found Reports (CFRs), subject to approval - Contractor must provide all labor, materials, and tools - Work must be performed at a facility within 100 miles of Monterey, CA - Products and Services Requested: - Vessel haul-out, cleaning, blocking, storage, and launch - Inspection and pressure testing of hull components (seacocks, transducers, foils, strakes, guards) - Prop-Speed coating renewal and bottom paint touch-up (International Paints Intersleek 970) - Anode replacement (Performance Metals HYAA Boaters Dream Hull Anode or equivalent) - Hydraulic hose replacement (approx. 20% of exterior hoses) - Generator maintenance and service - Head-to-tank piping replacement (with larger diameter marine-grade piping) - Inspection and possible rebuild/replacement of bow thrusters - Inspection of engine mounts, shafts, and cutlass bearings - Notable Requirements: - Contractor must be located within 100 statute miles of Monterey, CA - All work must be completed within the specified period of performance - Contingency repairs require prior approval - OEMs and Vendors: - No specific OEMs or vendors are mandated, but certain products reference Performance Metals and International Paints as standards for anodes and coatings - Quantities: - Most services are single occurrences (e.g., 1 vessel haul, 1 inspection per system) - Hydraulic hose replacement covers approximately 20% of exterior hoses - Unique Requirements: - All work must comply with manufacturer procedures and marine standards - Written reports and Condition Found Reports required for inspections and repairs
