This opportunity involves the U.S. Navy's Military Sealift Command (MSC) seeking a time charter for a U.S.-flagged, Jones Act qualified passenger transfer vessel to support the Commander, Submarine Force, U.S. Pacific Fleet near Pearl Harbor, Hawaii. - Government Buyer: - Department of the Navy, Military Sealift Command Headquarters (MSCHQ NORFOLK) - Commander, Submarine Force, U.S. Pacific Fleet - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation or attachments. - Products/Services Requested: - Charter of one U.S.-flagged, Jones Act qualified vessel - Must support up to 44 personnel and 10 pallets - Capable of operating up to 250 nautical miles offshore - Minimum vessel length: 90 ft; speed: 15 knots - USCG Subchapter T certification required - Equipped with a brow for submarine boarding and a crane/davit system (1,000 lbs capacity) - Sewage capacity for 44 personnel for 12 hours - Navigation and communication equipment: radar, GPS, AIS, VHF radios - Deck space for 10 pallets - Vessel support services including management, supervision, labor, materials, and equipment for personnel and supply transfers, submarine escort, and other Navy missions - Maintenance, repair, logistics, force protection, document processing, training, audit, and emergency response services for government-owned ships (as outlined in the MSC Standard Operating Manual) - Unique or Notable Requirements: - Vessel must be U.S.-flagged and Jones Act qualified - Must be available within 8 hours of notification - Crew must have appropriate Coast Guard documentation/licenses - Security clearance compliance and support for classified meetings - Mission essential service prioritization - Compliance with U.S. maritime laws and regulations, including wage determinations and paid sick leave requirements - Option for armed contractor security teams and secure communications - Contract includes a base period with up to four option periods, potentially totaling nearly five years
