The Naval Air Systems Command (NAVAIR), on behalf of the F/A-18 and EA-18G Program Office (PMA-265), is conducting market research to identify potential sources who have the skills, experience, qualifications, and knowledge required to successfully support a Life of Type Buy (LoTB) of obsolete electronic components for the Distributed Targeting Processor-Networked (DTP-N). 

The DTP-N is a mission computer that provides the high-performance computing and video processing required for the advanced mission capabilities of the F/A-18 and EA-18G aircraft.  It achieves this by utilizing a dual-redundant High Speed Data Network (HSDN) and two single High Speed Video Network (HSVN) interfaces—including a dedicated Graphics Output Interface—to facilitate the transfer of video, imagery, graphics, and sensor data between the DTP-N and other avionics systems.  This procurement is for the following nine obsolete components which are critical to the production and sustainment of the DTP-N:

DISCLAIMER: THIS SOURCES SOUGHT NOTICE ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL (RFP), BUT RATHER A REQUEST FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirements as stated in this synopsis. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. 

Vendors can additionally provide a capabilities statement of no more than 1 page in length that demonstrates the respondent’s ability to meet the requirements as specified herein. The Government is interested in receiving vendors’ commercial published price lists for items they believe meet the need in this RFI. The Government is also interested in lead-time and current stock level. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the System for Award Management (SAM) website: www.sam.gov. It is the potential offeror’s responsibility to monitor this site for the release of any follow-on information.  

Interested parties are requested to submit a capability statement of no more than ten (10) pages in length, demonstrating their ability to provide the specified components. The capability statement should include, at a minimum, the following: 

Company Name, Company Address, Company Business Size, CAGE code, UEI number and Point of Contact (POC) information to include POC’s name, phone number and email address.  A detailed description of the company's experience in procuring and qualifying obsolete electronic components for military aerospace applications.  Evidence of access to the required technical data and specifications for the listed components.  A description of the company's quality assurance processes and certifications.  Any other relevant information that demonstrates the company's ability to meet the Government's requirements.
