NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
The Naval Air Systems Command (NAVAIR), on behalf of the F/A-18 and EA-18G Program Office (PMA-265), is issuing this Sources Sought notice as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for the High-Speed Video Network (HSVN) Digital Video Recorder (HDVR) Production.
The objective of this effort is to procure supplies and services to resolve fiber optics transceiver obsolescence issues within the HDVR. This includes support of non-recurring engineering efforts, redesign, and qualification of obsolete components to meet all existing performance specifications, ensuring two-way interchangeability between all HDVR software variants. It will also include procurement of the 68 Fiber Optic Kits.
The HDVR provides added convenience and reliability by utilizing the same Data Transfer Devices (DTD) across systems, which reduces the logistics footprint required to support data recording. The HDVR utilizes one removable memory device to store mission data, eliminating the need for multiple systems to load and read data on DTDs.
THIS SOURCES SOUGHT NOTICE ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL (RFP), BUT RATHER A REQUEST FOR INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirements as stated in this synopsis. This RFI is issued solely for market research, planning and information purposes and is not to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any monies expended by any interested parties in support of the effort mentioned above. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Vendors can additionally provide a capabilities statement of no more than 1 page in length that demonstrates the respondent’s ability to meet the requirements as specified herein. The Government is interested in receiving vendors’ commercial published price lists for items they believe meet the need in this RFI. The Government is also interested in lead-time and current stock level. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the System for Award Management (SAM) website: www.sam.gov. It is the potential offeror’s responsibility to monitor this site for the release of any follow-on information.
Submission Instructions
Interested parties are requested to submit a capability statement of no more than ten (10) pages in length, demonstrating their ability to provide the specified components. The capability statement should include, at a minimum, the following:
Company name, address, CAGE code, and point of contact information. A detailed description of the company's experience in procuring and qualifying obsolete electronic components for military aerospace applications. Evidence of access to the required technical data and specifications for the listed components. A description of the company's quality assurance processes and certifications. Any other relevant information that demonstrates the company's ability to meet the Government's requirements.
Responses shall be submitted electronically to the designated Contract Specialist, Cassaundra Somerville, in Microsoft Word format or Portable Document Format (PDF) at the following email address: cassaundra.e.somerville.civ@us.navy.mil. All responses, including capability statements, shall be submitted no later than 5:00 PM EST, 24 July 2026. All information submitted should be unclassified.
