This opportunity seeks contractor support for the Mission Planning Support Tool (MPST) at Whiteman Air Force Base, managed by the U.S. Air Force 72d Test & Evaluation Squadron. - Government Buyer: - U.S. Air Force, 72d Test & Evaluation Squadron, Whiteman Air Force Base - OEMs and Vendors: - No specific OEMs or vendors are named in the documentation - Products/Services Requested: - Comprehensive maintenance services for the MPST, including: - Software and database maintenance to ensure compatibility with B-2 Mission Planning System upgrades - Modeling and simulation support (studies, mission planning input reviews, assessment metrics, briefings, pre/post-test analysis) - Software upgrades and integration of new features (notably for Suppressor and AFSIM modeling engines) - Installation, configuration, and user training for MPST software and databases - Information system administration (system maintenance, user accounts, network monitoring, security updates, incident reporting) - On-site and remote support, including travel to TDY locations as needed - Unique or Notable Requirements: - Personnel must have relevant programming skills, aircrew operational experience, and appropriate security clearances - Contractor must have licensing to perform work on the MPST - Strict operational security and reporting requirements - Support includes both on-site (regular weekday hours) and remote/TDY locations - Government retains all software distribution rights; coordination with the Contracting Officer's Representative is required

Requirement Information: FY27 Mission Planning Support Tool (MPST) services in accordance with the attached Performance Work Statement (PWS) dated 08 May 2026.

This Sources Sought Synopsis (SSS) is in support of market research being conducted by the United States Air Force (USAF). This market research is being conducted to increase competition for this requirement by identifying potential sources and to gauge small business interest to determine whether or not this requirement can be satisfied with a Small Business Set-Aside.

The Government will use the information gathered through publication of this SSS to determine the best acquisition strategy for this requirement. The Government is interested in all potential sources including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran- Owned Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses, etc.

Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the maintenance services in accordance with the attached Performance Work Statement (PWS) dated 08 May 2026. The Contractor shall have the licensing required to perform work on the FY27 Mission Planning Support Tool (MPST).
