In accordance with FAR RFO 12.201-1(c)(2)(i), The FDA is issuing a pre-solicitation notice  to acquire a Blanket Purchase agreement for Agilent 4150 Tape Station System, Consumables, Accessories, and Maintenance Services

DESCRIPTION OF REQUIREMENT

The U.S. Food and Drug Administration (FDA), Office of Applied Microbiology and Technology (OAMT), intends to solicit quotations for the establishment of a five (5) year Blanket Purchase Agreement (BPA) to support the procurement of Agilent 4150 TapeStation System instrumentation, proprietary consumables, accessories, replacement parts, and associated maintenance and support services.

OAMT currently operates Agilent TapeStation instrumentation integrated into validated standard operating procedures (SOPs), quality control workflows, and ongoing genomic microbiology research protocols. The laboratory relies on the Agilent TapeStation platform for DNA and RNA quality control analysis, including:

Determination of nucleic acid concentration Fragment size distribution analysis Nucleic acid integrity assessment prior to downstream applications, including next-generation sequencing (NGS), whole genome microarray, and quantitative polymerase chain reaction (qPCR) workflows

SCOPE OF REQUIREMENT

The BPA will cover the following five (5) categories of products and services:

Category 1 – Agilent TapeStation Instrumentation:Initial procurement of one (1) Agilent 4150 TapeStation System Bundle (Model G2992A), with the ability to order additional units throughout the period of performance. Category 2 – Proprietary Agilent ScreenTape Consumables and Reagents:Includes DNA and RNA ScreenTape assay kits and associated reagents ordered on an as-needed basis via individual BPA calls. Category 3 – Accessories, Replacement Parts, and Ancillary Supplies:Includes compatible vortexers, vortex adapters, replacement lamps, and other ancillary items required to support instrument operation. Category 4 – Maintenance and Support Services:Agilent CrossLab Silver Service Plan, including one (1) preventive maintenance visit per year, corrective maintenance, OEM parts and labor, software and firmware updates, and field service reporting. The service plan will commence upon expiration of the manufacturer's warranty for each covered instrument. Category 5 – Software, Firmware, and Software Support Services:Includes TapeStation Analysis Software licenses, annual software maintenance and support, software installation and configuration support, and firmware updates as applicable.

DELIVERY REQUIREMENTS

Instrumentation – Initial Unit (Category 1)  No later than 30 calendar days after BPA award

Instrumentation – Additional Units (Category 1) Not to exceed 30 calendar days from BPA call issuance

Consumables and Reagents (Category 2) Within 10 business days of BPA call issuance

Accessories and Replacement Parts (Category 3) Within 10 business days of BPA call issuance

Maintenance Services (Category 4) Per service response standards in SOW

Software and Firmware (Category 5)  Within 30 calendar days of manufacturer release, or as specified in individual BPA call

ANTICIPATED SOLICITATION DETAILS

Acquisition Strategy: Total Small Business Set-Aside under FAR Part 12 (Commercial Products and Services) Contract Type: Firm-Fixed-Price Blanket Purchase Agreement (BPA) Basis for Award: Lowest-priced, technically acceptable (LPTA) offer. Technical capability is significantly more important than price. Anticipated Solicitation Release Date: The formal Request for Quotation (RFQ) is anticipated to be issued on Monday, July 6, 2026. ELIGIBILITY AND VENDOR REQUIREMENTS

To be considered for award, vendors must:

Be registered and active in the System for Award Management (SAM) at the time of quotation submission and throughout the period of performance. Be a current, authorized Agilent reseller and/or service provider and maintain that status for the full five-year period of performance. Demonstrate the ability to provide genuine Agilent OEM products and services across all five categories. Demonstrate past performance in the successful delivery, installation, and maintenance of an Agilent 4150 TapeStation System or equivalent within the last 3–5 years. Comply with all applicable Buy American Act (BAA) requirements.
