Description
This is a Pre-solicitation Notice, as required by RFO 5.201, regarding a proposed contract action. The United States Air Force (USAF) Life Cycle Management Center intends to award a sole source stand alone firm-fixed-price contract to BAE Systems Information and Electronic Systems Integration Inc. (CAGE: 94117). This contract, known as F-15EX Lots 7/8 EPAWSS Group B Kits, will encompass the hardware procurement of Eagle Passive Active Warning Survivability System (EPAWSS) Group B Kits in support of the F-15EX program. The scope of this specific requirement is strictly limited to the manufacturing and delivery of the physical Group B hardware kits, which include critical Line Replaceable Modules (LRMs) technologies, expanded expendables capacity and countermeasures capability. The contract will support USAF customers.
The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
This synopsis does not constitute an Invitation for Bids (IFS) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. Due to security access requirements, foreign participation is not permitted at the prime contractor level.
