The City of Cleveland's Department of Public Utilities, Division of Cleveland Public Power, is seeking bids for a two-year requirement contract for professional rigging services to support its electrical utility operations. - Government Buyer: - City of Cleveland, Department of Public Utilities, Division of Cleveland Public Power - Scope of Work: - Provision of rigging services including labor, equipment, and materials for transporting, installing, and removing heavy electrical utility equipment - Tasks include hoisting, loading/unloading, road transport preparation, hauling, storing, leveling, debris disposal, and removal of building infrastructure - Contractor must provide emergency mobilization within 4 hours and full mobilization within 8 hours - Services are required on an as-needed basis, supporting 24/7 operations - Products and Equipment Requested: - Lift trucks (2 to 40 ton), cranes (15 to 250 ton with operator), trucks and trailers (straight, tool/winch/detail, tractor and semi, carryall up to 79 ton), jacking systems, gantry systems, and various tools (burning outfit, plasma arc torch, air impact wrench, surveying optics, steel plates, JLG-style lift) - Permits for heavy loads and street closings, crane permits, and refueling charges - Expendables and rental equipment at cost plus markup - Labor Categories: - Rigger journeyman, foreman, general foreman, iron worker journeyman, iron worker foreman, crane operators - Notable Requirements: - Compliance with Ohio prevailing wage laws - Equal opportunity and subcontracting participation requirements - Contractor must be capable of rapid emergency response - Estimated contract value is $240,000 - No specific OEMs or part numbers are mandated; bidders may propose equipment meeting the described capabilities - The contract allows for cooperative purchasing with other agencies and may be awarded as a single or multiple contracts

Description

This solicitation is for rigging services for the Division of Cleveland Public Power within the Department of Public Utilities. The procurement is authorized by Ordinance 433-2025, passed by the Cleveland City Council on May 12, 2025. The contract term may be up to two years, with bids accepted for all items as a single contract or separate contracts as determined by the Board of Control.
