This opportunity is for the supply and deployment of next-generation Mobile Energy System (MES) units to support the Energy Secure Philippines Activity, funded by the U.S. Department of State and managed by RTI International. - Government Buyer: - U.S. Department of State (via RTI International) - Energy Secure Philippines Activity (ESP) - Products/Services Requested: - Mobile Energy System (MES) units in multiple configurations: - 2 units: 100 kWh for 50 kVA - 4 units: 50 kWh for 35 kVA - 4 units: 50 kWh for 20 kVA - 10 charging stations for battery swapping and energy management - High-efficiency 540 Wp solar panels with robust mounting structures - LiFePO4 battery storage (50 kWh per unit, 48V, 200Ah) with MPPT charge controllers - Single-phase hybrid on-grid/off-grid inverters - Battery Management Systems (BMS) - Deployable panel boards, circuit breakers, switches, conduit, cables, and accessories - Mobile containers with trailer beds (chassis and wheels) for MES deployment - Installation, testing, and commissioning of all systems - Supply and installation of load-side inlet and emergency panel boards (including 100-meter royal cord cable) - Training for beneficiary operations and maintenance teams - After-sales support, including onsite and 24/7 remote support - Unique/Notable Requirements: - MES units must be mobile, energy-resilient, and capable of off-grid operation for disaster response and critical facility support - Systems must include advanced energy management, real-time monitoring, and cybersecurity features - Equipment must be structurally robust for deployment in challenging environments (e.g., strong winds) - Geocode 937 compliance is required - Alternative brands and sources are permitted; no specific OEMs are mandated - Includes installation, commissioning, training, and comprehensive after-sales support
Description
This solicitation is for the procurement of next-generation Mobile Energy System (MES) units under the Energy Secure Philippines project. The MES units are mobile, energy-resilient platforms designed to operate independently of the main grid to ensure continuity of essential services during emergencies. The units incorporate advanced technologies for improved reliability, efficiency, safety, and operational flexibility, including solar panels, battery storage, and smart energy management systems.
