Description

The Massachusetts Army National Guard has a requirement to provide services personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 6 as Government Furnished, to perform a non-personal services contract to provide the  Homeland Response Force (HRF) Supported Collective Training Exercise (SCTE) event with contractor support to provide and manage contractor role players, moulage/clothing, weighted manikins (with clothing), simulants, lumber package, real world medical support (2 ambulances), and Structural Collapse Venue Site (SCVS) (Rubble Pile) reset AT Joint Base Cape Cod, MA as defined in the attached PWS.

IMPORTANT: All quoters must read and adhere to the detailed instructions provided in the "Addendum to 52.212-1 - Instructions to Offerors" contained within the solicitation package. This addendum provides specific requirements for quote preparation, content, and submission that are essential for a quote to be considered for award.

Submission and Award Information:

Quote Submission: All quotes must be submitted via email to both Melissa Melcher and Lars Bernard at the email addresses listed in the Point of Contact section of this solicitation.

All submissions must include the following:

1. Completed SF 1449 (include contractor CAGE/signature on page 1 and pricing on page 2)

2. Technical proposal

Quote Deadline: The closing date and time are specified in Block 8 of the attached SF1449. Late or incomplete submissions will not be evaluated.

Questions Deadline: All questions must be submitted via email to both contacts no later than five (3) business days prior to the closing date.

Basis for Award

The Government intends to award a single, firm-fixed-price contract. The award will be made to the responsible interested offeror submitting the lowest total price for all CLINs, whose quote conforms to all solicitation requirements and Performance Work Statement details. The Government will evaluate quotes by first ranking all quotes by price and demonstrated past performance. It will then evaluate the lowest-priced quote for technical acceptability. If the lowest-priced quote is technically acceptable and submitted by a responsible quoter, an award will be made without evaluating other quotes. Past Performance must be demonstrated by providing previous award numbers with the quote.
