The USDA Agricultural Research Service (ARS), Grassland, Soil and Water Research Laboratory in Temple, TX, is seeking to procure a professional-grade, NDAA-compliant Unmanned Aerial Vehicle (UAV) system for research applications. - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Grassland, Soil and Water Research Laboratory, Temple, TX - Products/Services Requested: - 1 Unmanned Aerial Vehicle (UAV) system, including: - Multirotor quadcopter UAV airframe (professional-grade, NDAA-compliant) - LR1-class stabilized imaging payload (3-axis gimbal, 20MP sensor, 4K video) - 6 intelligent flight batteries (Li-ion/poly, 98-100 Wh, 200 cycle life) - SL8-class multi-bay fast-charging system - RTK-enabled ground reference station (centimeter-level GNSS accuracy) - Remote controller - Protective carrying case - Spare propellers - Documentation (manuals, safety sheets, maintenance guides) - Key Technical Requirements: - UAV must have 4.5-6.0 kg max takeoff weight, minimum 28-minute flight endurance, IP43 ingress protection, triple-redundant IMU, dual-band GNSS, secure command link - Payload must be fully integrated with flight controller and mission software - Batteries must be TSA-compliant and hot-swap capable - RTK ground station must provide real-time corrections and integrate with the UAV - All components must be NDAA-compliant (no prohibited foreign components) - Notable Requirements: - Delivery required within 90 days after contract award - Small business set-aside, with focus on economically disadvantaged women-owned small business participation - All items must be delivered to Temple, TX

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0909 is issued as a Request for Quotation (RFQ) for an Unmanned Aerial Vehicle.
