Description

The Texas Commission on Environmental Quality (TCEQ) is implementing the Inflation Reduction Act (IRA) Methane Emission Reduction Program (MERP) grant funds through the Texas Voluntary Marginal Conventional Well Plugging Program (TxMCW). The program funds projects that reduce methane emissions by permanently plugging and abandoning marginal conventional oil and gas wells. The contractor will perform plugging and abandonment tasks and subcontract methane measurement tasks. Well sites are selected through a separate grant program. The project period ends no later than September 30, 2028, and responders must meet specific criteria and contractual requirements.
