The U.S. Forest Service, Willamette National Forest, is seeking contractors for comprehensive annual and fire-related road maintenance services in Oregon's Lane and Douglas Counties. - Government Buyer: - U.S. Department of Agriculture, Forest Service, Middle Fork Ranger District, Willamette National Forest - OEMs and Vendors: - No specific OEMs or commercial product manufacturers are named; all materials and equipment must meet government and industry standards for road construction and maintenance. - Products/Services Requested: - Annual and suppression/repair road maintenance (MF 26-5 and MF 26-6) - Surface maintenance of Level 2, 3, and 4 roads with roller compaction (over 40 miles total) - Spot surfacing with 3/4" aggregate (over 6,000 cubic yards from both government and commercial sources) - Loading, hauling, and placing materials (over 5,000 cubic yards) - Ditch and drainage structure cleaning (over 30 miles) - Vegetation management, roadside brushing, and logging out (over 10 miles) - Hay bale placement for erosion control (at least 20 units) - Fire prevention and suppression equipment: tank truck/trailer (300+ gallons), fire tools, extinguishers, and two-way communication equipment - Mobilization of personnel, equipment, and materials - Unique/Notable Requirements: - Strict fire prevention and suppression protocols during fire season (April 1–October 31), including fire watch, equipment, and communication standards - Use of weed-free materials and equipment to prevent invasive species - Compliance with Service Contract Act wage rates for Lane and Douglas Counties - Multiple awards possible; work must begin within 10 days of post-award conference - Emphasis on environmental protection, safety, and quality control, with detailed reporting and management plans required - Contractors must furnish certain supplies (e.g., culverts, guardrails) and provide all labor, equipment, and materials
Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number: 1240BE26Q0064 is issued as a Request for Quotation (RFQ)
Projects: Willamette National Forest (NF), MF 26-5 Annual Road Maintenance and/or MF 26-6 Suppression/Repair Road Maintenance
This acquisition is a Total Small Business Set-Aside. The applicable North American Industry Classification Standard Code is 237310 Highway, Street, and Bridge Construction, Subdivision 13 - Repair and Maintenance. The small business size standard is $ 45 million. All responsible sources may submit a quotation to be considered by the agency.
This contact is subject to the Service Contract Act Wage rates for Oregon's Lane and Douglas Counties.
Award Type: It is anticipated that a Firm Fixed Price Purchase Order will be awarded as a result of this synopsis/solicitation.
The Government reserves the right to make more than one award (multiple awards) for different line items, if, after considering the additional administrative cost to the Government of awarding and administering separate purchase orders, it is determined that the multiple awards will result in the best value to the Government. For purposes of evaluating the cost of making multiple awards, it is assumed that the administrative cost of awarding and administering a purchase order is $500. Project awards shall be considered for:
1) MF 26-6 Annual Road Maintenance and/or 2) MF 26-6 Suppression/Repair Road Maintenance.
Statement of Requirement: Maintain roads and manage vegetation growth to ensure safe and productive road conditions, and repair damage to road surfaces and drainage structures during suppression/repair of the Emigrant fire.
Work areas may be reached by Forest roads that are accessible by a standard two-wheel drive pickup equipped with snow tires and chains, if needed, during normal operating seasons, unless otherwise indicated on Project Maps. Vehicles shall not operate off-system roads without prior written approval.
All work shall be performed in accordance with all applicable codes, and standards. See Attachment 3 or Attachment 7, Performance Work Statements (PWS) for further information.

Unit of Issue: Mile=LL or MI (lane mile), Cubic Yard=CY, Lump Sum=LS, Each=EA
The quantities specified in the Schedule of Items are estimates only and not guaranteed quantities.
Location: All work shall be performed in the Middle Fork Ranger District (RD) of Willamette NF.
Counties: Lane County: All of MF 26-5, and a portion of MF 26-6, Douglas County: A portion of MF 26-6

Contractor shall begin work within 10 days of Post Award Conference.
Both projects will be worked simultaneously. Sufficient personnel and equipment are required.
