U.S. Embassy Guatemala City Solicits GIS Digital Map Files, Geocoder, Training, and Support

This opportunity is issued by the U.S. Embassy Guatemala City, INL office, for GIS digital mapping solutions and related services: - Government Buyer: - U.S. Department of State, INL (Bureau of International Narcotics and Law Enforcement Affairs), American Embassy Guatemala City - Products and Services Requested: - Updated GIS digital map files covering all of Guatemala, including borders, lakes, municipalities, urban/rural zones, addresses, streets, highways, points of interest, buildings, and aerial photos - Development of a geocoder algorithm for address-to-coordinate conversion, with Spanish language support - Set of 500 .svg crime symbology files for mapping crime locations - Installation of GIS layers and GEOSERVER on RAP servers at two sites in Guatemala City - Training on Quantum GIS (QGIS) and GEOSERVER for embassy personnel (16 hours for GEOSERVER, 24 hours for QGIS), with all manuals and materials in Spanish - 20 hours of technical support in Spanish during and after implementation - Unique or Notable Requirements: - All deliverables, training, and documentation must be in Spanish - No partial deliveries; all items must be delivered, installed, and training completed within 90 days of contract award - Emphasis on updated, high-quality GIS data and Spanish-language support - Installation may be performed physically or via remote synchronization - Firm fixed price contract awarded to the lowest priced, technically acceptable offeror - No specific OEMs or commercial vendors are named; open-source solutions (QGIS, GEOSERVER) are referenced - Technical specification sheets for GIS layers, including content and last update date, must be submitted prior to proposal approval

Description

The Contractor shall deliver GIS digital map files from Guatemala, software, training and system support necessary to update the managing tools and to develop a new geocoder to convert addresses into coordinates to plot locations into maps to the U.S. Embassy Guatemala - INL.   

This requirement will result in the award of a Firm Fixed Price (FFP) contract in accordance with the specifications of this statement of work (SOW).   No additional sums will be payable due to any escalation in the cost of materials, equipment, or labor, or because of the Contractor’s failure to properly estimate or accurately predict the prices or difficulty of achieving the results required by this contract.  Nor will the contract price be adjusted on account of fluctuations in the currency exchange rates.  The firm-fixed price shall include the electronic GIS files, pre-delivery inspection, certificates of origin, operator’s manuals, warranty certificates and any other documentation mandated by the destination country.   All manuals shall be furnished in Spanish.

All open-source software products must be updated to the latest stable version, and geographic information databases will be evaluated based on the quantity, quality, and updating status of the information contained.

Technical specification sheets including content and date of last update for GIS layers are required to be submitted prior to proposal approval and acceptance.
