The Puerto Rico Army National Guard, through the USPFO-PR Supply and Services Division, is seeking quotations for two all-terrain vehicles (ATVs) to support operations at Camp Santiago and Fort Buchanan. - Government Buyer: - National Guard Bureau, United States Property and Fiscal Officer for Puerto Rico - USPFO-PR Supply and Services Division - Products Requested: - 2 All-Terrain Vehicles (ATVs) with hydraulic cargo dump - Key specifications: 3-cylinder engine, 8.5 cu in, 23.3 HP, hydrostatic power steering, hydraulic cargo dump and oil cooler, 1102 lbs load capacity, factory cab with A/C, heater, defroster, digital multi meter, roll-down side windows, speedometer, stereo pre-wiring, adjustable suspension, wet disc brakes, rear brake lights, headlights, hitch receivers, split bench seats, under seat storage, front guard, ROPS compliance, horn, parking brake, spark arrestor muffler, retractable seat belts - Add-ons: - Single side mirror cab (2 units) - Winch kit 3500LBs VRX one row (2 units) - Warranty & Maintenance: - Minimum 2-year or 1,000-hour warranty and maintenance plan required - Must include manufacturer's warranty - Delivery Requirements: - Delivery to USPFO-PR Warehouse, Fort Buchanan, Puerto Rico - Shipping and handling included (F.O.B. Destination) - Delivery within 120 calendar days after receipt of order - Unique/Notable Requirements: - Vehicles must meet detailed technical specifications - Compliance with SAE J2194 & OSHA 1928 ROPS standards - Factory cab with climate control and safety features - Add-ons and warranty/maintenance plan are mandatory - No specific OEMs, models, or part numbers are mentioned; vendors must propose products meeting the described requirements.

Description

The Government is issuing a Request for Quotations (RFQ) for commercial products prepared in accordance with FAR Part 12.201-1, Simplified Procedures. This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued. This acquisition is set aside for Small Business Concerns in accordance with RFO FAR 19.104-1. This solicitation incorporates provisions and clauses by reference. This acquisition is not subject to the Defense Priorities and Allocations System (DPAS).

The Government has a requirement for the purchase and delivery of (2) All-Terrain Vehicles (ATVs) in accordance with the description of requirement SALIENT CHARACTERISTICS (see Description of Requirement Attachment #No 0001 NGPRPFL_MF R_DOR_ATV To Be Attached.pdf)

Place of Delivery and Acceptance:  The contractor shall provide shipping and handling F.o.B. DESTINATION to deliver equipment at BLDG 541, USPFO PR WAREHOUSE, FORT BUCHANAN, PUERTO RICO, 00934.

Place of delivery has a business hours of operation from 7:30 am to 4:00 pm, Monday to Friday, except on Federal Holidays. Delivery outside this hour and period of operations requires advance coordination. 

Delivery Period: Delivery 120 CALENDAR DAYS After Receipt of Order (ARO).

Period for Receipt of Quotations: 16 July 2026 at 1:00 PM (local time Puerto Rico)  Quotes shall be submitted electronically to ng.prarng.purchasing-and-contracting.mbx@army.mil. Include the solicitation number in the subject line. 

Basis of Award: The Government will issue a Firm-Fixed Price (FFP) Purchase Order to the lowest quote that conforms to the material aspects of the solicitation in accordance with solicitation instructions (see 52.212-1) and evaluation (52.212-2). Failure to follow solicitation instructions may be a basis for rejection of quote. 

Quoters are to review SF 1449 Request for Quote in its entirety for specified instructions and selection criteria. 

Anticipated Award Date:  The Government anticipates the award of a Purchase Order on or before 23 July 2026. 

Questions: Submit questions to the same email address no later than 9 July 2026 at 1:00 PM (local time Puerto Rico). Questions must relate to clarification of requirements, terms, and conditions only. The contracting office will not address questions explicitly stated in this solicitation and its attachments. Answers to questions will be posted via SAM.gov through an amendment of this solicitation notice.
