The Department of the Army, Headquarters Department of the Army (HQDA), is seeking a contractor to provide comprehensive event coordination and support for the 2026 HQDA Best Squad Competition (BSC) and Community Fitness Competition in Columbus, GA. - Government Buyer: - Department of the Army - Headquarters Department of the Army (HQDA) - Products and Equipment Requested: - Fitness equipment for 12 teams (60 competitors), including: - 15 Echo Stationary Cardio Bikes - 15 SkiErg machines - 15 D-Balls (various weights up to 70 lbs) - 15 Kettlebells (various weights up to 70 lbs) - 3 Worms (adjustable weight fitness equipment) - 1 A-Frame Rig (minimum 15 ft high, 50 ft long) - 3 Climbing Ropes (15 ft each) - 15 Cloth Jerry Can Sandbags (up to 100 lbs each) - 15 Weighted Vests (20 lbs each) - 15 Stair Climbing Machines - 15 Glute Ham Developers (GHD, 3x3 configuration) - Composite Portable Ground Protection/Flooring (heavy-duty, ADA compliant, 4x4x1.5 ft, 3,000 lbs weight bearing) - 1 Forklift with turf-approved tires - Audio and production equipment (mixing consoles, speakers, microphones, truss towers, etc.) - Services Requested: - Comprehensive event coordination, setup, teardown, and logistical support - Certified competition judges (minimum 7; at least 6 with Level 3 CrossFit Certification, 1 with Level 4) - Master of Ceremonies (MC) services - Audio technician services - Unique/Notable Requirements: - All fitness equipment must support three competition lanes - Ground protection must be ADA compliant and support heavy loads - Judges must have specific CrossFit certifications - Event includes both fitness competition and community engagement components - No specific OEMs or vendors are named, but equipment types suggest brands like Rogue Fitness (Echo Bikes, GHDs), Concept2 (SkiErg), and others may be relevant.

Description

Request for Information (RFI) to conduct market research to identify potential sources capable of providing comprehensive event coordination, equipment, set-up and logistical support for the execution of the Best Squad Competition (BSC) Fitness Competition and Community Event held on 19 September 2026.

THIS IS A REQUEST FOR INFORMATION ONLY AS A MARKET SURVEY TOOL AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR QUOTES, OR AN INDICATION THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT DOES NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED.

BACKGROUND/REQUIREMENT

See attached DRAFT PWS for details.

ANTICIPATED PERIOD OF PERFORMANCE

The anticipated period of performance is expected to run from 17 August 2026 through 20 September 2026.

ELIGIBILITY

The applicable NAICS code is 541618 - Other Management Consulting Services. The Product Service Code (PSC) is R699 - SUPPORT- ADMINISTRATIVE: OTHER. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.

SUBMITTAL INFORMATION

Interested parties may submit a Capability Statement package identifying their interest and capability in response to this notice. Only Capability Statements received on or before 7 July 2026 at 9:00 AM EST will be considered by the Government. The requested information is to assist the Government in conducting market research to determine potential business sources that have the assets, skills, experience, financial stability, qualifications, rights to technical data, and requisite knowledge required to support the requirement. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.

It is requested that interested businesses submit to the contracting office a capabilities statement package (no more than 20 pages in length on 8.5 x 11-inch paper with one-inch margins, single-spaced, Times New Roman 12-point font minimum) demonstrating ability to perform the tasking outlined in the PWS.

To the maximum extent possible all responses to this RFI should be UNCLASSIFIED and for general access by the Government.

RFI SUBMISSION REQUIREMENTS:

Interested parties shall submit responses to this RFI by 9:00 AM ET on 7 July 2026. Responses should be emailed to the Contract Specialist, Emily Ryan at Emily.h.ryan.civ@army.mil and Contracting Officer Joseph Lawrence at Joseph.r.lawrence3.civ@army.mil. Responses should reference the RFI and shall include the following information in this format:

Email shall contain the subject line of: “RFI for Best Squad Competition (BSC) FY26” Company name, address, Point of Contact name, phone number, and email address. Contractor and Government Entity (CAGE) Code and Unique Entity ID. Business size under NAICS including any socio-economic designations (8(a), HubZone, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business, and/or Service Disabled Veteran Owned Small Business. No phone calls will be accepted. The Government may contact RFI respondents in order to seek clarification of submitted information or gain additional input.

All questions must be submitted via e-mail. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Request for Information.

Government is under no obligation to provide responses or comments to information received from interested parties but may request additional information following review.

Again, this is NOT a request for quote. Respondents will not be notified of the results and the U.S. Government is NOT required to answer any questions submitted in regard to this RFI.
