Sources Sought Kansas City District Real Estate Information Database Subscription
The Kansas City District of the U.S. Army Corps of Engineers (NWK) has a requirement to procure actual confirmed and personally verified web-based nationwide real estate sales and lease market data for vacant lands and improved properties of all types (residential, commercial, industrial, retail, office, mixed-use, multifamily and special use properties), in order for the staff appraiser to provide valuation services in support of NWK. Confirmed and personally verified data is information the proprietor of the data has confirmed with a party to the transaction (i.e. brokers, sellers, buyers, etc.) and then verified it to be true and accurate. In order to satisfy customer’s needs, a data provider needs go beyond County records and Multiple Listing Service (MLS) data, by contacting all parties involved with transactions (i.e. buyers, sellers, brokers, appraisers and attorneys) to obtain & verify sales and leasing details.
Per ER 405-1-04, appraisals must conform to: “Guiding Standards. Except as modified in this regulation, the requirements and guidance in the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA, often called The Yellow Book), and the Uniform Standards of Professional Appraisal Practice (USPAP), current edition, as promulgated by the Appraisal Foundation, will be utilized in preparing appraisals for Federal acquisition purposes. USACE appraisals must also comply with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, Public Law 91-646, as amended. (42 USC 4601 et seq.), (the Uniform Act), codified in 49 CFR Part 24.”
UASFLA states verification rule: “Sales Comparison Approach - The sales comparison approach is normally the preferred method of valuation for property being acquired under these Standards. The sales comparison approach is a systematic procedure in which appraisers study the market for sales of properties with the same highest and best use as the subject property that are as close in proximity and time as possible. Each sale is verified with parties to the transaction to ensure that information is accurate, and the sale is a market transaction. Each sale is adjusted for elements that are different from the subject property and the resulting array of sales data is reconciled to a final opinion of market value. Analysis of sales shall be made using a market derived unit of comparison such as price per acre, price per square foot, or animal unit month. In some markets, more than one unit of comparison may be used by market participants and care should be used to maintain consistency.”
