Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Offers are being requested and a separate written solicitation will not be issued. 

Solicitation number 12FPC326Q0029 is issued as a Request for Quotation (RFQ) for Roof Re-shingling Project for Plant Materials Center (PMC), Corvallis OR. The Government anticipates the award of one firm fixed-priced contract resulting from this solicitation. Award will be made to the responsible quoter whose quote responds to the terms of this RFQ and is the best value for the Government.

This acquisition is being set aside for 100% small business concerns.  The applicable North American Classification System Code (NAICS) is 286160 – Roofing Contractors. (For more information on size standards visit http://www.sba.gov/size.)  The small business size standard is $19.0M.  This acquisition is Total Small Business Set-Aside.   Active SAM registration is required in order to be awarded this contract and must remain active throughout the period of performance.  All responsible sources may submit a quotation which may be considered by the agency.

Statement of Requirement

The U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Corvallis OR has a requirement for the Contractor to provide professional roofing services for the comprehensive replacement of the existing asphalt shingle roof system and metal rain gutters on the USDA NRCS Corvallis Plant Materials Center (PMC) office building. The Contractor shall complete the work through the full removal and replacement of all existing asphalt shingles and underlayment, a detailed inspection of the roof decking with repairs made as necessary, and the installation of a new, high‑quality asphalt shingle roofing system and accompanying rain gutters. The new rain gutters shall be painted to match the existing building trim, and all materials and workmanship shall meet or exceed current building codes and manufacturer requirements.

The Contractor shall properly dispose all old material and conduct a thorough site cleanup upon completion and final acceptance of the work.  All work shall be completed IAW local building codes, applicable laws, and permitting.

All materials and supplies shall be of premium commercial grade and meet all industry standards for quality and lifespan.  The Contractor shall submit a list of materials to be used to repair the roof no later than five (5) business days after contract award.  This list will be reviewed and must be approved by Government personnel prior to beginning the work (See C04 Attachment 1 C04 SOW R1_Roof Repair PMC OR).
