Description

The U.S. Army Corps of Engineers – New England District is issuing a Presolicitation Notice for Davis Barracks Chiller Plant Control System Integration, U.S. Military Academy, West Point, NY.

QUESTIONS REGARDING THE PROCUREMENT WILL NOT BE ANSWERED DURING THE PRESOLICITATION PHASE.  SUBMIT QUESTIONS TO THE CONTRACT SPECIALIST AFTER THE SOLICITATION AND ASSOCIATED DOCUMENTS HAVE BEEN POSTED.

THE WORK CONSISTS OF: Contractor shall provide all software engineering, programming, labor, materials, and equipment necessary to migrate the existing Davis Chiller Plant Building Automation System (BAS) from its current proprietary, compiled-code architecture to a fully native, open, and editable Niagara 4 (N4) format. This work includes the full integration of new plant equipment (Chiller-7, Cooling Tower-7, Primary Chilled Water Pumps CHWP-6/7, Condenser Water Pumps CWP-6/7, Heat Trace and Secondary Chilled Water Pumps SCHWP-3/4) to create a single, cohesive, and maintainable 7-chiller plant control system.

This is not a request for quotes at this time.  The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about July 16, 2026.  Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted.  The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov). 

This procurement is set-aside for small business vendors. The applicable NAICS code is 238210 with a Small Business Size Standard of $19 Million.

ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
