Description

This is a notice of intent to award a sole-source contract using simplified acquisition procedures and is not a request for competitive quotes. The US EPA intends to award a sole-source purchase order using the procedures at RFO 13.101(b), as it has been deemed that only one source is available to meet this specific requirement. Due to the urgency of this requirement, only one source will be solicited. The service must be performed by July 31, 2026. Failure to meet the required delivery date will put EPA out of compliance with FOIA and NARA requirements, which may result in financial penalties, including fines and restitution. The purchase order is intended to be awarded to MONSTER [JM1.1][SL1.2]Government Solutions for MHME Data Archive Interface to ensure continued compliance for employee talent acquisition records. The requirements document in the form of a “statement of work” is attached to this notice. This notice of intent is not a request for competitive quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received by the government as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The government will not be responsible for any costs incurred by a party who responds to this notice.
