Commander, Navy Installations Command (CNIC) is seeking information from the market for a modern, FedRAMP-authorized pension system solution to replace its current Retirement Information Management System (CRIMS). - Government Buyer: - Commander, Navy Installations Command (CNIC), Fleet & Family Readiness (F&FR) Headquarters, NAF Enterprise Applications & Support (N6Q2) - Products/Services Requested: - Commercially-Off-The-Shelf (COTS) web-based pension system software (FedRAMP SaaS or private hosting) - Software licensing, support, training materials, and documentation - Implementation planning, including requirements gathering, fit-gap analysis, and business process documentation - System deployment, configuration, integration with SAP HR, payroll, and pension payment systems - Data migration from legacy systems, including centralized case management files - Deployment and integration of a self-service portal for retirees and beneficiaries (with MFA and SSO) - Six months of post-go-live application support - Project management, risk management, and security/accreditation support (RMF, ATO) - Notable Requirements: - Solution must be FedRAMP-authorized (SaaS or private hosting on CNIC N9 GovCloud) - Must support approximately 7,400 active and 3,700 retired NAFI employees - Integration with existing HR, payroll, and pension payment vendor systems - Comprehensive pension calculation, case management, workflow, and self-service capabilities - Training materials required at least four months before go-live - Phased rollout across 11 CNIC regions - No specific OEMs or vendors are named; the RFI is open to all qualified providers

Commander, Navy Installations Command (CNIC) is seeking to modernize by replacing its existing retirement/pension system potential viable FedRAMP-Authorized Solutions in the marketplace. The goal of this request is to provide CNIC a Rough Order of Magnitude (ROM) to estimate costs, timeline, and level of effort with developing a new implementation plan, implementation, and migration of CNIC current retirements solutions to a new modern retirements system. CNIC encourages potential interested parties to provide any relevant comments or feedback they deem prudent.
