Empire State Development (ESD), New York State's economic development agency, is seeking a qualified firm to provide global economic development consultancy services focused on export promotion and Foreign Direct Investment (FDI) attraction. - Government Buyer: - New York State Urban Development Corporation d/b/a Empire State Development (ESD) - Global NY Office - Scope of Services: - Develop and implement strategies to increase exports of New York State companies' goods and services worldwide - Generate FDI leads and projects into New York State from key global regions - Provide trade missions, market intelligence, lead generation, trade event administration, foreign language translation, and logistical support for government delegations - Coverage required in Africa, ASEAN, Canada, Caribbean, China, Europe, India, Israel, Japan, Mexico, Middle East, Oceania, Singapore, South America, South Korea, and Taiwan - FDI lead generation specifically from Canada, Europe, India, Israel, Japan, Singapore, South Korea, and Taiwan - Physical office presence in these regions is preferred but not mandatory - Security and Compliance Requirements: - Strict IT security compliance: ISO 27001, 27005, 27035, GDPR, and New York State/federal cybersecurity laws - Supply chain compliance and documentation for third-party access and identity management - No specific OEMs or vendors are named; opportunity is open to firms with global reach and compliance capabilities - Contract Details: - Anticipated start date in the future, with an initial three-year term and options for up to two additional years (maximum five years) - Annual budgets, deliverables, and regular reporting required

Empire State Development (ESD) has issued this Request for Proposals (RFP) seeking a qualified firm to perform economic development services for Foreign Direct Investment (FDI) projects into New York State and to boost exports for New York State companies' goods and services globally. The selected contractor will develop and implement plans to increase exports and generate FDI projects, providing full service coverage for trade in multiple global regions. The contractor must generate investment leads from designated FDI areas and be capable of performing trade work in markets without a physical presence. Proposals are due by 2:00 PM ET on August 3, 2026.
