Philadelphia Gas Works (PGW) is seeking bids for a one-time purchase and delivery of a fully integrated Electrical House (E-House) and two modular Motor Control Centers (MCCs) to support the Boil-Off Gas (BOG) Compressor Replacement project at the Passyunk Plant. - Government Buyer: - Philadelphia Gas Works (PGW), Passyunk Plant - OEMs and Vendors: - Eaton (Freedom Series 2100 MCC hardware preferred) - The Lisbon Group, LLC (specification author) - Products/Services Requested: - 1 modular, weatherproof, insulated Electrical House (E-House) with structural, electrical, HVAC, fire detection, and ancillary systems - 2 low-voltage 480V 3-phase MCCs (MCC-BOG-NORTH-2 and MCC-BOG-SOUTH-2), each including: - Combination motor starters (FVNR), VFDs, SSRVs, circuit breakers - Ethernet (Modbus TCP) communication for DCS integration - 65kA short circuit protection, 1000A copper/tin plated main horizontal bus, 600A tin plated copper vertical bus - Power meter, premium barrier system, rodent barriers, manual bus shutters - 3 Variable Frequency Drives (VFDs) (25HP and 7.5HP units) - 6 Full Voltage Non-Reversing Starters (FVNR) - 2 Solid State Reduced Voltage Starters (SSRV) - 2 Power Distribution Panels - 2 HVAC systems (wall-mounted) - 4 Grounding pads - 3 Fire extinguishers (A, B, C rated) - 4 Emergency lighting and exit signs - 2 Transformers (15kVA and 5kVA) - 2 Automatic Transfer Switches - Unique/Notable Requirements: - Preference for Eaton Freedom Series 2100 MCC hardware - All equipment must be delivered to the Passyunk Plant; supplier responsible for factory acceptance testing, packaging, and transportation (not offloading/installation) - Two-year warranty from installation or 30 months from delivery - Equipment must support Ethernet/Modbus TCP for DCS integration - Preference for products made in the USA if all other factors are equal - Compliance with detailed PGW specifications and electronic invoicing requirements

Description

This solicitation is for the one-time purchase of one electrical house and Motor Control Centers (MCCs) to support the Boiloff Gas (BOG) compressor replacement project at the Passyunk Plant in Philadelphia, PA. The supplier is required to furnish and deliver the equipment to the Passyunk Plant by June 15, 2027. The equipment must come with a warranty covering two years from installation or 30 months from delivery, whichever occurs first.
