The Naval Surface Warfare Center (NSWC) Corona Division, under the Department of the Navy, is seeking engineering support services for the Navy Continuous Training Environment (NCTE) and its Live Virtual Constructive (LVC) systems. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center, Corona Division - Scope of Services: - Comprehensive engineering support for NCTE, including: - Program management, risk management, and project management - System requirements analysis and architecture using Model-Based Systems Engineering (MBSE) and Modular Open Systems Approach (MOSA) - System installation, configuration, and lifecycle product support - Fleet support, operator and maintainer training, and end user training services - Data management, risk and issue management, and cybersecurity inspections - Radio-frequency (RF) systems engineering and range communications integration - Integration of live, virtual, and constructive training systems, including for foreign partners and Foreign Military Sales (FMS) - C5ISRT systems integration and support for national/commercial data provider systems - Technology transition, refresh, and modernization - Logistics, warranty management, and demilitarization - Contractor compliance with DoD AI/ML ethical principles and risk management - Contract Structure: - Cost-Plus-Fixed-Fee Level-of-Effort Task Order via SeaPort-NxG - 5-year period: 12-month base plus four 12-month option periods - Unique/Notable Requirements: - Services to be performed at multiple CONUS and OCONUS locations (e.g., Norfolk, San Diego, Pearl Harbor, Spain, Japan, Korea) - Emphasis on MBSE, MOSA, and AI/ML compliance - Support for both U.S. and foreign partner training systems - Deliverables include technical reports, trade studies, plans, and status reports - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Part Numbers/Quantities: - No specific products, part numbers, or quantities are listed; the procurement is for engineering services only
