Description

The Federal Motor Carrier Safety Administration (FMCSA) requests public comment on the National School Transportation Association's (NSTA) application to renew an exemption that allows commercial driver's license (CDL) applicants seeking a school bus endorsement to skip the engine compartment portion of the pre-trip vehicle inspection skills test, known as the under-the-hood testing requirement. Drivers issued a CDL under this exemption are restricted to intrastate operation of school buses only. The exemption has been adopted by 15 states and has helped recruit school bus drivers by removing a significant barrier to entry. FMCSA will review the application, safety analyses, and public comments before deciding to grant or deny the exemption.
