Fernandina Beach Waterfront Resiliency Seawall Construction and Bulkhead Project

The City of Fernandina Beach, in partnership with the Florida Department of Environmental Protection, is seeking bids for the construction of the Waterfront Resiliency Seawall Segment One project to enhance flood protection and waterfront durability in the historic downtown area. - Government Buyer: - City of Fernandina Beach, Florida - Florida Department of Environmental Protection, Northeast District, Environmental Resource Permit Office - Project Scope: - Construction of approximately 1,800 linear feet of protective seawall, including a 612 linear foot, 4-foot tall seawall at the upland-wetland line - Installation of earthen berms (approx. 78 linear feet, 3 feet high) - Multiple combi-wall bulkhead system segments using steel W-shape or pipe piles, interlocking sheet piles, and concrete caps - Timber boardwalks supported by timber piles - Replacement of two 24-inch culverts and water main relocation - Products/Materials: - Steel sheet pile (Grade 60 KSI, NZ 14) - Hydroplank system - Concrete cap and reinforcing components - Timber piles for boardwalk support - Services: - Seawall and bulkhead construction - Geotechnical exploration and testing (soil borings, lab testing, corrosion analysis) - Construction management, inspection, and quality control - Notable Requirements: - All proprietary, vendor-provided equipment or systems must include a manufacturer's warranty and certification of proper installation - Compliance with environmental permits, erosion control, and manatee protection measures - Mandatory pre-bid meeting and e-bidding submission via DemandStar - Project is funded in part by a state grant and subject to special audit and reporting requirements - No specific OEMs or material vendors are named in the solicitation; engineering consultants include Kimley-Horn and Associates, DRMP Inc., Meskel & Associates Engineering, and Olin Hydrographic Solutions.
