1. Introduction
This is a Sources Sought notice for market research purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to identify potential commercial sources that are capable of providing Athletic Artificial Turf meeting the salient characteristics defined below.
The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
2. Background
Mission Installation Contracting Command (MICC) Fort Hood has a requirement for athletic artificial turf lanes. These lanes will be utilized to support Army Combat Fitness Test (ACFT) training, practice, and official testing operations, requiring extreme durability, portability, and rapid deployability.
Salient Characteristics (SC)
The athletic artificial turf must meet or exceed the following minimum technical requirements:
Dimensions: The usable surface of each turf lane must be a minimum of 29 meters long and 2.6 meters wide. Expandability: Must be easily expandable and capable of adjoining to other similar lanes using Velcro or an equivalent heavy-duty securing material to build a continuous 16-lane field measuring 30 meters by 50 meters (in accordance with the requirements of ATP 7-22.01, C1, page 2-4, Paragraph 2-21). Markings: Each lane must feature permanent, highly visible incremental markings every 1 meter to measure distance accurately during training and testing. Portability: Individual lanes must not exceed a maximum weight of 275 pounds and must be easily transportable/deployable by a 2-to-4 person team without requiring forklifts, light cranes, or mechanical lifting equipment. Country of Origin: Must be fully compliant with the Buy American Act (BAA); constructed of materials made in the USA. Surface Consistency: Must meet ATP 7-22.01, C1 (Paragraphs 2-22 and 2-23), providing a highly uniform surface consistency and continuous, uniform drag resistance for sled-pull events. Temperature Resistance: Materials must be rated for operational temperatures up to 460 degrees Fahrenheit to prevent melting, warping, or degradation under extreme heat. Material Properties: The turf must possess anti-microbial properties and be proven to actively resist mold, mildew, and bacterial growth. Safety: Must be manufactured and constructed using non-toxic, eco-safe chemicals safe for direct skin contact during exercise. Adhesion: Must not require any chemical adhesives, glues, or permanent anchoring hardware to remain flat and secure on the underlying surface during use. Setup Time: A team of two (2) personnel must be able to deploy a two-piece lane in under 10 minutes. A team of four (4) personnel must be able to construct a complete 16-lane field in under 60 minutes. Functional Surface: Must provide a stable, slip-resistant, and uniform platform suitable for conducting Preparation Drills, 3-Repetition Maximum Deadlift (3LD), Hand Release Push-up (HRP), and the Plank (PLK) event.
