Description
This is a Notice of Proposed Contract Action under RFO Part 12 Acquisition of Commercial Products and Commercial Services. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 811310 with a small business size standard of $12,500,000.00 in annual receipts.
AFRL requires all personnel, labor, equipment, tools, parts, materials, technical data, supervision, and other items and services necessary to provide maintenance and support of the Eaton UPS’ to the Air Force Research Laboratory Information Directorate at the Rome Research Site (RRS), Rome, New York. The anticipated contract will include a base year, with two one-year options.

The Government has determined that no other source has commercial offerings that can meet this requirement. The Information Directorate has ongoing classified computing, secure telephone, video-teleconferencing equipment, and secure networks in support of multi-domain environments that require continuous UPS services. These services must be maintained 24/7 due to critical communication requirements with USAF, Agencies, and other mission partners. The UPS system is the primary power supply backup platform. In order to prevent an interruption in services or loss of data related to the support being provided by this facility, procurement of a support maintenance contract covering hardware and software for this UPS is necessary in the event of a failure event related to the UPS system.
Eaton is the manufacturer of the UPS system and has confirmed that they do not authorize any other service provider. Eaton’s products are constructed and designed by their employees to be worked on by their employees. All diagnostics and software adjustments are proprietary, should non-Eaton employed/certified technicians do any work on the UPS, any warranties would be void.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 27 July 2026.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
