Section 1: Description & Requirement Overview

The Supervisor of Shipbuilding, Conversion and Repair, Bath (SUPSHIP Bath) is issuing this combined synopsis/solicitation for the procurement of Brand Name Honeywell Morning Pride Firefighter Ensembles (FFE).

This requirement is for personal protective garments critical for the safety and protection of Civilian Mariner Crew Members and Navy personnel during shipboard fire emergencies.

Brand Name Justification: The brand name requirement of Honeywell is essential to the Government's requirement. Only brand-new equipment in original, unaltered packaging is acceptable; no grey market or refurbished products will be considered.

Section 2: Technical Specifications & Line Items

All firefighter ensembles must be two-piece ensembles (turnout coat and turnout pants) and manufactured in the United States (USA). They must be fully compliant with NFPA 1971-2013 (and meet NFPA 1971-Latest Edition) and OSHA Standard 29 CFR 1910.1030.

Section 3: Delivery & Shipping Requirements

Delivery Location: 8511 Kerns St., Dock 5, San Diego, CA 92154 Delivery Schedule: Needed as soon as possible, but no later than 60 Days After Receipt of Order (ARO).  FOB Point: FOB Destination to San Diego, CA. All shipping costs must be included in the unit prices; do not list shipping as a separate line item. Inspection & Acceptance: Handled at destination by the Government to ensure compliance with all RFQ specifications.

Section 4: Quotation & Submission Instructions

Quotes must remain valid for 30 days from the closing date of this solicitation. To be considered responsive, offerors must provide:

Pricing: Unit and total pricing for each line item (inclusive of shipping/FOB Destination costs). Delivery Lead Time: Stated in number of days ARO. Product Verification: Confirmation of the Honeywell manufacturer model numbers and full specifications. Distribution Channel Documentation: Proof that the seller is an authorized distributor and sources products through manufacturer-approved channels for Federal sales. Company Information: CAGE Code, UEI/DUNS number, small business status, and active SAM.gov registration confirmation.

Section 5: Evaluation Factors

The Government intends to award a Firm-Fixed-Price (FFP) contract to the responsible offeror whose quote represents the Best Value to the Government, based on:

Technical Acceptability: Meeting all mandatory specifications, including the Honeywell Brand Name and "Made in USA" requirements. Price: Best overall value to the Government. Delivery Schedule: Faster delivery times may receive preference. Past Performance: History of successful performance on similar efforts.
