Description
The Space Development Agency (SDA) intends to award a sole source, indefinite delivery/indefinite quantity (IDIQ) contract to Astrotech Space Operations LLC for payload processing services in support of SDA Transport Layer Tranche 2 (TLT2) launches. SDA shall acquire T2TL payload processing services to support three (3) launches from Vandenberg Space Force (VSFB) Base and four (4) launches from Cape Canaveral Space Force Station (CCSFS). The Government requires comprehensive facilities services for satellite payload preparation, integration, testing, and post- processing data review, over the period specified, in accordance with all applicable safety regulations, mission requirements, and technical standards. The Government intends to procure Payload Processing Facility (PPF) services for no fewer than seven (7) launches from VSFB and CCSFS. The IDIQ ordering period will be a 24-months. The IDIQ will contain a not-to-exceed (NTE) ceiling amount of $99 million. This contract award will be made under the authority of 6.103-1 [10 U.S.C. 3204(a)(1)], Only one responsible source and no other supplies or services will satisfy agency requirements.
This is NOT a request for competitive proposals and is published for informational purposes only. However, any responsible source that believes it can meet this requirement may submit a capability statement, proposal, or quotation, which the Government will consider. Responses must clearly demonstrate the capability to provide the required comprehensive Payload Processing Facility (PPF) services, including facilities and equipment, at VSFB and CCSFS within the required timeline.
The Government will consider all responses solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
