This opportunity seeks qualified firms to construct and install an automated vehicle gate system at the South Post Range Complex, Devens RFTA, Massachusetts, for the U.S. Army Reserve. - Government Buyer: - U.S. Army Reserve, Devens RFTA, Range Control Operations - Project Scope: - Construction and installation of two automated vehicle gates (25 feet wide, 7 feet high, anti-climb features) - Integration of RFID card reader access control system compatible with Government-issued credentials - Weatherproof PIN keypad for backup access with multiple user levels - Commercial/industrial-grade automated gate operators with battery backup and manual override - Vehicle detection system for automatic outbound gate operation - Electrical infrastructure: new power feed, disconnects, breakers, conduit, grounding, surge protection - Communications cabling between gates, guard shack, and Range Control building for remote operation - Demolition and removal of existing gate systems and site restoration - Site preparation, earthwork, trenching, conduit installation, and security measures - Installation of remote gate controls in the Range Control Operations Building - Unique/Notable Requirements: - Gates must include anti-climb protection and corrosion-resistant finish - Automated operators require battery backup and emergency stop features - System must support remote operation and monitoring from Range Control - Compliance with security and installation access requirements - All labor, equipment, materials, and supervision to be provided by contractor - No specific OEMs or vendors are named; technical requirements allow for commercial, long-life access control equipment - Period of performance is 180 days from notice to proceed

Description

1. INTRODUCTION AND PURPOSE. This is a Sources Sought Notice issued for informational and market research purposes only. This is not a Request for Bid, Quote or Proposal or a solicitation. The Army Contracting Command – New Jersey, on behalf of the 99th Readiness Division, is conducting market research to identify parties having an interest in and the resources to support the construction requirement described herein. The information gathered will assist the Government in developing an appropriate acquisition strategy.

The Government is under no obligation to award a purchase order or contract as a result of this announcement, and no funds are available to pay for the preparation of responses. Any information submitted by respondents is strictly voluntary. Not responding to this notice does not preclude participation in any future solicitation.

If a solicitation is released, it will may be synopsized on the Government-wide Point of Entry at https://sam.gov. It is the responsibility of potential offerors to monitor this site for additional information.

2. PROJECT BACKGROUND. The Government requires construction services for the following project:

Project Title: Range Control Front Gate - Devens, MA (DEVENS)

Project Location: Devens RFTA located at Installation PBO, Whse Bldg 3574, 12 Feinberg Street, Devens, MA 01434-4429

Brief Description of Work: The purpose of this commercial construction requirement is to construct an automatic gate system for the RFTA Devens South Post Range Complex. The construction includes but is not limited to An RFID card reader as well as a backup pin pad is required for the entrance gate as well as the ability to keep the inbound gate open during certain hours with a switch located in the already established guard shack and the Range Control building. The outbound gate will also need a way to automatically open the gate as it is driven up from the exiting side of the past and if the gate is to swing open outwards off base. If any rollers are required to move the gates parallel to the fence, then a structure is required to ensure snow or ice from accumulating on the tracks that would implead aby movement.

The Government anticipates awarding a single Firm-Fixed-Price (FFP) contract type.

3. SET-ASIDE CONSIDERATION. Based on the responses to this notice, this requirement may be set aside for small businesses (in full or in part) or procured through full and open competition. All Small Business socio-economic categories will be considered. Businesses of all sizes are encouraged to respond. Respondents must clearly identify their business size and any applicable socio-economic status in their capabilities statement.

4. REQUIRED CAPABILITIES & SCOPE OF WORK. The Contractor shall provide all plant, labor, equipment, materials, supervision, and transportation necessary to perform the work outlined in the attached Draft Specification of Work (SOW).

Compliance Requirements:
