Empire State Development (ESD), New York State's economic development agency, is seeking a qualified contractor to deliver global economic development consultancy services. - Government Buyer: - New York State Urban Development Corporation d/b/a Empire State Development (ESD) - Global NY Office - Scope of Services: - Develop and implement strategies to increase Foreign Direct Investment (FDI) into New York State - Boost exports of New York State companies' goods and services globally - Full service coverage for trade and investment promotion in multiple global regions: - Africa, ASEAN, Canada, Caribbean, China, Europe, India, Israel, Japan, Mexico, Middle East, Oceania, Singapore, South America, South Korea, Taiwan - Generate FDI investment leads from at least Canada, Europe, India, Israel, Japan, Singapore, South Korea, and Taiwan - Services include trade missions, market intelligence, lead generation, trade event administration, foreign language translation, and logistical support for government trips - Requirements: - Physical offices in target regions preferred, but not mandatory if coverage can be achieved otherwise - Strict compliance with ESD's IT security standards (ISO 27001, 27005, 27035, GDPR where applicable) - No MWBE or SDVOB participation goals - No specific OEMs or vendors are named in the solicitation - Contract term anticipated to start with a three-year base and options for extension up to five years - Monthly and annual reporting required

Empire State Development (ESD) has issued this Request for Proposals seeking a qualified firm to perform economic development services for Foreign Direct Investment (FDI) projects into New York State and to boost exports for New York State companies' goods and services globally. The objective is to engage one independent contractor to develop and implement plans to boost exports and generate FDI projects.
