DIA Strategic Security Services (S3) BPA Bundling and Consolidation Notice

This opportunity concerns the Defense Intelligence Agency's (DIA) plan to consolidate multiple security service contracts into a single, large-scale Blanket Purchase Agreement (BPA) for Strategic Security Services (S3): - The BPA will cover five mission areas: - Program Management - Police Services - Information Security - Personnel Security - Insider Threat Detection - The contract consolidates six previous contracts to improve efficiency, agility, and cost savings. - Services include: - Onsite and offsite security support within the U.S. (CONUS) - Security services for overseas (OCONUS) operations - Surge capacity for rapid escalation (up to 10% above baseline) - Optional labor categories for evolving needs - Equipment, materials, and travel as Other Direct Costs (ODCs) - The BPA requires cleared personnel for both domestic and international operations, including access to secure facilities (SCIFs) and compliance with security standards (ICD 705, DCID 6/9). - Small business participation is emphasized, with mandatory subcontracting goals. - The contract is a hybrid IDIQ with a one-year base period and four one-year options, plus a possible six-month extension, starting around September 2026. - No specific OEMs, vendors, or product part numbers are identified; the focus is on security services and support capabilities.

Description

In accordance with FAR 7.107-3(b) this special notice is posted to notify the public that the Defense Intelligence Agency (DIA) has determined consolidation or bundling of contract requirements is necessary and justified. This bundling determination supports the agency's evolving needs by enabling integrated, scalable solutions that align with emerging mission priorities and operational efficiencies.
