San Diego County is procuring program management services for its Independent Living Association (ILA) and Recovery Residence Association (RRA) initiatives: - Government Buyer: - County of San Diego, Department of Behavioral Health Services (Health and Human Services Agency), Department of Purchasing and Contracting - Services Requested: - Establish, implement, and monitor quality standards for Independent Living Homes (ILHs) and Recovery Residences (RRs) serving adults with serious mental illness and substance use disorders - Expand and recruit new member homes across all county regions (South, East, Central, North Central, North Coastal, North Inland) - Maintain and update searchable directories of member homes and track active homes - Support efforts to increase bed capacity and retention of beds - Provide culturally responsive, diverse, and community-based behavioral health services - Conduct site visits, provide training and advocacy, and manage grievance processes for operators and residents - Assist operators with barriers such as siting and permitting - Recruit Peer Review and Accountability Team members - Create and implement plans for focus populations and geographic areas - Unique/Notable Requirements: - Emphasis on culturally responsive services and community collaboration - Requirement to serve adults with serious mental illness and those in substance use outpatient programs - Full program implementation required within 90 days of contract start - Contractor must demonstrate organizational capability, financial stability, and staff recruitment plans - No OEMs or product vendors are involved, as this is a services contract focused on behavioral health program management and quality assurance

The County of San Diego is seeking proposals from firms interested in providing services for the Independent Living Association (ILA) and Recovery Residence Association (RRA).
