The U.S. Embassy New Delhi is seeking a contractor for a comprehensive renovation of the swimming pool and deck at its ACSA facility. - Government Buyer: - U.S. Department of State, U.S. Embassy New Delhi, ACSA facility - Scope of Work: - Demolition and removal of existing pool and deck tiles - Surface preparation and application of a heavy-duty, commercial-grade waterproofing membrane or epoxy resin coat (15-year warranty) - Installation of new, customer-approved swimming pool tiles (smooth surface for pools, semi-rough, anti-slip, heat-resistant for deck) - Replacement of pool fixtures: ladders, railings, drainage grates, wall return jets, skimmer throats, floor inlets, main drain covers, skimmer faceplates - Installation of energy-efficient LED underwater pool lights with new waterproof electrical conduits - Upgrades to pool plumbing and electrical systems - Pressure testing, pool start-up, water chemistry balancing, and site cleanup - Quantities: - Approximately 8,200 sqft each for pool and deck resurfacing - Unique/Notable Requirements: - 15-year waterproofing warranty and 3-year workmanship warranty - Contractor must provide all labor, materials, equipment, and supervision - Work must be completed within 90 working days after Notice to Proceed - Compliance with U.S. Embassy safety and quality standards - Quotations must be submitted in English and electronically - Site visit available for interested offerors - No specific OEMs or part numbers are specified; all materials must be approved by the customer prior to installation.

Description

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Enclosed is a Request for Quotes (RFQ) for providing services for Waterproofing Services and Replacement of Swimming Pool Tiles at ACSA in U S Embassy New Delhi.  If you would like to submit a quotation, follow the instructions in Section–L of the solicitation, complete the required portions of the attached document, and submit it to the address provided below.

The Embassy intends to conduct a site visit on July 8, 2026, at 11:00 a.m. at U.S. Embassy, Gate # ‘A’, Nyaya Marg, Chanakyapuri, New Delhi – 110021, India.  Prospective offerors who desire to participate in the site visit should send their interest at kamathsp@state.gov no later than 11 a.m. July 6, 2026.

All requests for clarification must be submitted in writing via E-mail at kamathsp@state.gov on or before 3 p.m. July 6, 2026.  Responses shall be provided to all contractors who showed their interest in doing business with USG.  No questions shall be answered, received after 3 p.m. July 09, 2026.

Quotations are due by/before 02:00 p.m. (India Time) of July 30, 2026.  Your quotation must be submitted electronically to Newdelhibids@state.gov with the subject line “Solicitation No. 191N6526Q0076 waterproofing services and replacement of swimming pool tiles at ACSA”.  The file size must not exceed 10MB. If the file size exceeds 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.

No quotations shall be accepted received after 2 p.m. (India Time) of July 30, 2026. Quotations must be in English. Incomplete quotations will not be accepted.  Quotation submitted to any other e-mail ID other than Newdelhibids@state.gov shall be rejected and dealt in accordance with FAR provision 52.215-1.
