This opportunity seeks a certified Women Owned Small Business (WOSB) to modernize the auxiliary airfield at Luke Air Force Base, Arizona, with a focus on upgrading air traffic control communications infrastructure. - Government Buyer: - U.S. Air Force, 56th Contracting Squadron (56 CONS CC), with involvement from the 38th Engineering Squadron (38 ES) and 56th Communications Squadron (56 CS) - Project managed at Luke AFB, AZ, and Luke Auxiliary Airfield - Products and Equipment Requested: - 12-strand single mode double armored fiber optic cable (direct bury, RUS 7 CFR 1755.900 compliant) - Fiber Optic Distribution Panels (FODPs) for Localizer and Glideslope shelters (12-port, LC connectors) - Fiber Optic Transport System (FOTS) equipment, including analog interface modules (FXS, FXO, 2W E&M), patch cords, and cabling - Uninterruptible Power Supplies (UPS): - 1 KVA units for Localizer and Glideslope shelters - 2 KVA unit for RAPCON building - Contractor-provided equipment rack with grounding and 10-outlet PDU (no on/off switch) - Copper cabling (25 pair) for telecom connections - Replacement of non-supportable channel banks - Material handling equipment (MHE), fall protection, PPE, emergency showers/eyewash units, welding/cutting equipment, compressed gas cylinders, flammable liquid storage, aircraft ground operations equipment, and mobile elevating work platforms/scaffolding (as per safety requirements) - Unique/Notable Requirements: - Contractor must be SBA Certified WOSB and registered in SAM prior to award - All work must comply with OSHA, NFPA, and Air Force safety standards (DAFMAN 91-203) - Project includes engineering, furnishing, installation, and testing (EFI&T) of all systems - Strict adherence to safety, fire prevention, occupational health, and environmental standards - Period of performance is 180 calendar days from Notice to Proceed - No specific OEMs or part numbers are mandated; contractor is responsible for furnishing all required equipment and materials
Description
The Department of the Air Force, 56 Contracting Squadron, is solicitating a request for proposal for Luke AFB AUX Airfield Modernization at Luke Air Force Base, Arizona. Please reference the documents attached to this RFP which provide all details of the required work to be performed.
A site visit is scheduled for Thursday 9 July 2026 at 0900am MST (Arizona does not participate in daylight savings time). There are no access restrictions for this location and therefore no base passes will be issued nor required.
RFIs are due to the Points of Contact by 1200pm MST on 17 July 2026 using Attachment 7 - RFI Log, attached to this solicitation notice. Any RFIs submitted after this deadline may not be considered for response.
Proposals are due electronically to the Points of Contact for this solicitation no later than 31 July 2026 by 0200pm MST.
This procurement is an SBA CERTIFIED WOMEN OWNED SMALL BUSINESS (WOSB) SET ASIDE AND IS LIMITED TO SBA CERTIFIED WOSB. Contractors are required to be certified prior to contract award. All prospective contractors must be actively registered in the System for Award Management (SAM), in order to be eligible for an award.
