Description
This is a Sources Sought Synopsis, not a solicitation for proposals. No contract will be awarded from this announcement. The 735th Air Mobility Squadron (AMS) is seeking to identify qualified and experienced businesses capable of performing the work described herein. The purpose of this RFI is to conduct market research to determine the availability and adequacy of potential business sources prior to issuing a formal solicitation.
The Government is seeking information from businesses that can provide all labor, tools, equipment, and supervision necessary to remove and replace twenty-six (26) Variable Air Volume (VAV) controllers and twenty-six (26) associated thermostats at Building 4069, Joint Base Pearl Harbor-Hickam, HI.
Background & Scope of Work
As detailed in the Performance Work Statement (PWS), the project requires the removal of 26 broken VAV controllers and 26 thermostats and the installation of new, customer-provided Carrier components.
The scope includes, but is not limited to:
De-energizing, disconnecting, and safely removing all specified broken/obsolete components. Installing 26 new VAV controllers and 26 new thermostats compatible with the existing building automation system. Performing all ancillary tasks required for a complete installation, including removing/replacing ceiling tiles, pulling new control wiring, and restoring the work site to its original condition. Properly removing and disposing of all old components and debris from the facility. Coordinating all work with the government Contracting Officer's Representative (COR).
Required Contractor Qualifications & Certifications
The Government has a strong preference for contractors who can demonstrate the following qualifications to ensure system integrity, warranty protection, and adherence to federal law. Respondents should clearly state their ability to meet the following criteria:
Licensing: Possess a current HVAC contractor license. Any electrical work must be performed by a licensed electrician in accordance with the PWS. EPA Certification: All technicians performing work must hold an EPA Section 608 Certification for proper refrigerant handling, as required by the Clean Air Act. Manufacturer Authorization & Expertise (Highly Preferred): To protect the government's equipment warranty and ensure the highest quality of service, strong preference will be given to contractors who are Official Carrier Factory Authorized Dealers. Technician Certification (Highly Preferred): In lieu of or in addition to factory authorization, contractors whose technicians hold North American Technician Excellence (NATE) certification are also preferred. Use of Genuine Parts: The contractor will be required to use genuine, Original Equipment Manufacturer (OEM) parts for any components beyond the government-furnished controllers and thermostats to maintain system warranty.

Interested parties are requested to submit a capabilities statement that addresses the following:

Qualifications and Certifications: Explicitly confirm your company’s ability to meet the mandatory and preferred qualifications listed in Section 2.0. Please state if you are a Carrier Factory Authorized Dealer and/or if your technicians hold NATE certifications.
