BLM Solicitation for Plug and Abandonment and Site Reclamation of Six Gas Wells in Montana

The Bureau of Land Management (BLM), part of the Department of the Interior, is seeking contractors to perform plug and abandonment (P&A) and site reclamation services for six federal gas wells in the Upper Missouri Breaks National Monument, Montana. - Government Buyer: - Bureau of Land Management, Montana/Dakotas State Office, Division of Oil and Gas, Great Falls Field Office - BLM-MT Lewistown Field Office - Scope of Work: - Plug and abandonment of six specific gas wells: Federal 1-12, 22-28, 29-15, 30-1, 34-1, and 31-3 - Each well requires setting bridge plugs at specified depths (ranging from 578 ft to 1,560 ft), cementing, perforation, circulation of cement to surface, removal of equipment, and installation of permanent well markers - All labor, equipment, materials, cementing, well control, cut-and-cap operations, and reporting included - Site reclamation and environmental restoration for each well location - Recontouring, topsoil management, reseeding with certified seed, erosion control (blankets, sediment containment), weed control, infrastructure and debris removal, fencing, and installation/removal of stocktight fencing - Access road reclamation, pit closure, waste disposal, culvert removal, waterbars, and sagebrush planting - Mobilization and demobilization for the project - Products/Services Requested: - Construction services for plugging and abandonment (P&A) of gas well bores (NSN: 7540-01-152-8067) - Specialized equipment capable of operating to 3,000 ft depth - Environmental and safety compliance, including H2S monitoring - Unique/Notable Requirements: - Work is weather dependent and limited to daylight hours, Monday through Friday - Compliance with Buy American construction material provisions and wage determinations - Award based on low price technically acceptable (LPTA) criteria - Ongoing monitoring and reporting post-completion - No specific OEMs or proprietary products are named; the opportunity is service-focused and open to qualified contractors with relevant oil & gas well P&A and reclamation experience.
