Description
1. INTRODUCTION AND PURPOSE. This is a Sources Sought Notice issued for informational and market research purposes only. This is not a Request for Bid, Quote or Proposal or a solicitation. The Army Contracting Command – New Jersey, on behalf of the 99th Readiness Division, is conducting market research to identify parties having an interest in and the resources to support the construction requirement described herein. The information gathered will assist the Government in developing an appropriate acquisition strategy.
The Government is under no obligation to award a purchase order or contract as a result of this announcement, and no funds are available to pay for the preparation of responses. Any information submitted by respondents is strictly voluntary. Not responding to this notice does not preclude participation in any future solicitation.
If a solicitation is released, it will may be synopsized on the Government-wide Point of Entry at https://sam.gov. It is the responsibility of potential offerors to monitor this site for additional information.
2. PROJECT BACKGROUND. The Government requires construction services for the following project:
Project Title: Range Echo Firing Berm Upgrade (DEVENS)
Project Location: Devens RFTA located at Installation PBO, Whse Bldg 3574, 12 Feinberg Street, Devens, MA 01434-4429
Brief Description of Work: The purpose of this construction project is to construct a 7ft wide Berm on each sides of the existing concrete barries located on Echo Range at the South Post Range Complex at Fort Devens, MA 01434. The contractor shall provide all plant, labor, equipment, materials, transportation, supervision, technical expertise, and all other non-personal services to create the new Berm which includes but is not limited to: the creation of the berm on each side of the existing concrete barrier, the placement of six (6) composite 4x4s to create a barricade holder, and any necessary site restoration as a result of the digging, installation, and transportation of the material.
The Government anticipates awarding a single Firm-Fixed-Price (FFP) contract type.
3. SET-ASIDE CONSIDERATION. Based on the responses to this notice, this requirement may be set aside for small businesses (in full or in part) or procured through full and open competition. All Small Business socio-economic categories will be considered. Businesses of all sizes are encouraged to respond. Respondents must clearly identify their business size and any applicable socio-economic status in their capabilities statement.
4. REQUIRED CAPABILITIES & SCOPE OF WORK. The Contractor shall provide all plant, labor, equipment, materials, supervision, and transportation necessary to perform the work outlined in the attached Draft Specification of Work (SOW).
Compliance Requirements:
Performance and Payment Bonds (if applicable) Davis-Bacon Act: Compliance is mandatory.

7. SUBMISSION INSTRUCTIONS FOR CAPABILITIES STATEMENT. The capability statement shall be no more than five (5) pages that demonstrates the ability to perform the work described. The statement must include:

Business Status: Business size and socio-economic status under the identified NAICS code (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB).
Tailored Capabilities: Address experience with projects of similar size, scope, and complexity; ability to meet bonding requirements; and past performance on similar work.
