Description

Request for Information (RFI) No.: 479547

Title: Development of Hybrid MCP-PMT with a Diamond Transmission Dynode

Brookhaven Science Associates, LLC (BSA), operator of Brookhaven National Laboratory (BNL) under Contract DE-SC0012704 with the U.S. Department of Energy (DOE), is issuing this Request for Information (RFI) for market research and acquisition planning purposes only.

This RFI is not a Request for Proposal (RFP) or Request for Quotation (RFQ), does not constitute a solicitation, and does not obligate BSA or DOE to issue a solicitation, make an award, or reimburse respondents for any costs incurred in preparing a response.

BSA is seeking information from qualified organizations with demonstrated capabilities in the procurement, processing, surface treatment, and characterization of diamond film materials to support Brookhaven National Laboratory's research project LDRD-26-055.

The anticipated effort includes the procurement of high-quality diamond film samples; precision thickness reduction using laser processing and/or reactive ion etching (RIE); negative electron affinity (NEA) surface treatment; materials characterization, including secondary electron yield (SEY) measurements; and, if appropriate, surface doping and/or conductive coating of the processed samples. The attached DRAFT Statement of Work (SOW) describes the anticipated scope of work. Respondents are requested to submit the following:

a) An indication of interest in performing the work described in the attached DRAFT SOW. b) A brief Statement of Capabilities describing your organization's ability to perform the anticipated work outlined in the attached DRAFT SOW. Include relevant experience with diamond film processing, surface treatment, materials characterization, and demonstrated experience with Negative Electron Affinity (NEA) activation, particularly for diamond or similar materials.

Submittals must be received no later than 4:00 PM Eastern Time on Monday, July 6, 2026. Late responses may not be considered.

Submission Instructions: Responses shall be submitted electronically via email to:
