This opportunity is for the provision of Protestant Worship Leader services at Goodfellow Air Force Base, Texas, supporting the Protestant faith community. - Government Buyer: - U.S. Air Force, 17th Training Wing (17 TRW), Goodfellow AFB Chapel (17 TRW/HC), and 17 CONS CC - OEMs and Vendors: - No specific OEMs or commercial vendors are named; this is a service-based requirement - Products/Services Requested: - Protestant Worship Leader services, including: - Music leadership for Protestant worship services (guitar or piano) - Leading worship, recruiting and training volunteers - Managing worship practices and coordinating with Chaplains - Adherence to doctrinal, security, and operational requirements - Proficiency in various worship music styles and audio-visual equipment - Weekly service hours: 3 hours on Sundays, 4 hours Monday-Saturday (7 hours/week) - Background checks and base access coordination required - Quantities: - Base year: 12 service units (likely months) - Four option years: 12 service units each (total up to 60 months) - Unique/Notable Requirements: - 100% Women-Owned Small Business set-aside (NAICS 813110) - Firm fixed price contract, estimated value up to $13 million - Prior experience delivering similar chapel services required - Active SAM registration and compliance with set-aside criteria - Contract includes one base year plus four option years

Description

DESCRIPTION: The purpose of this contract is to provide Protestant Worship Coordinator in support of the Protestant faith community services. The Contractor shall provide services outlined in the attached Statement of Work. 

TYPE OF CONTRACT AND NAICS: This RFQ will be for one (1) Firm-Fixed-Price (FFP) contract and will be made to the responsible offeror whose quote conforms to the solicitation requirements and is the most advantageous to the Government. The North American Industry Classification System (NAICS) code for this service is NAICS 813110 covers establishments that operate religious organizations or administer organized religion, including activities that promote religious practices and services. The small business size standard is no greater than $13 million.

TYPE OF SET-ASIDE: This acquisition is a 100% Women Owned Small Business set-aside.

REGISTRATIONS: Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for a Government contract award. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. It is the Contractor's responsibility to monitor the SAM.gov website for information, updates, and amendments regarding the solicitation.

The anticipated deadline for the answers amendment to be posted is 17July 2026 by 12:00 PM CDT.  If there are no questions submitted there will not be an answers amendment. Quotes are due 30 July 2026 by 12:00PM CDT.
