The U.S. Army Corps of Engineers (USACE) is seeking a small business contractor for the removal and replacement of a 2000 Amp main electrical switchboard at the Humphreys Engineer Center, building 2593, Alexandria, VA. - Government Buyer: - U.S. Army Corps of Engineers Headquarters (Humphreys Engineer Center) - Products/Services Requested: - Removal and disposal of existing 2000 Amp main switchboard - Installation of one (1) new UL-listed 2000 Amp main switchboard (NEC, NFPA, UFC compliant) - Must include spare breaker spaces and bus capacity for future loads - Temporary power provision and detailed phasing plan to maintain building operations during cutover - Testing and commissioning (insulation resistance, torque, functional, ground fault, energization, and load testing per NETA ATS) - Rigging, delivery, and certified removal/installation - Restoration of all disturbed areas (walls, floors, penetrations) - Safety and security compliance (Lockout/Tagout, PPE, background checks, access control) - Minimum 1-year warranty on equipment and installation, plus on-site training for facility personnel - OEMs and Vendors: - No specific OEMs or vendors are named; switchboard must be UL-listed and meet NEC (NFPA70), NFPA 70E, and UFC 3-501-01 standards - Unique/Notable Requirements: - All contractors must be US Citizens or Nationals with valid government ID and driver's license - Contractor must provide all labor, materials, and equipment - Building operations must be maintained throughout the project via phased cutover and temporary power - 1-year warranty and on-site O&M training required - Set aside for small business (SBA) - Firm-fixed-price contract under NAICS 238210 - Evaluation based on technical capability, past performance, and price

Description

The U.S. Army Corps of Engineers Headquarters has a requirement for the installation of one (1) 2000 Amp main switchboard in building 2593, ground level FACP room. This procurement will be awarded under Simplified Acquisition Procedures. Quotes must be received no later than Wednesday, July 15 2026 6 pm EST. Electronic quotes submitted via email are required. A site visit is strongly recommended. There will be one site visit on Wednesday, July 8 2026 at 9am EST. All contractors will need to meet at the Kingman Building 2593 at the Security Desk.  All contractors must be US Citizen or US National and possess a valid Government ID. Must have driver license to enter Facilities. It is the Offeror’s responsibility to ensure the quote has been received by the contracting office via email. Fax quotes will not be accepted. Late quotes will be processed in accordance with RFO 52.212-1(c) “Late submission, modifications, revisions, and withdrawals of offers.” Upon receipt of the electronic offer, the Government will acknowledge receipt of that offer via email to the Offeror.
