This opportunity seeks minor construction services for the replacement of uninterruptible power supply (UPS) units at two VA outpatient clinics in Maine. - Government Buyer: - Department of Veterans Affairs, Network Contracting Office 1 (NCO 1), VA Maine - OEMs and Vendors: - Mitsubishi (existing UPS units to be replaced) - Products/Services Requested: - Two new 20kVA, 208V 3-phase UPS units with Valve Regulated Lead Acid (VRLA) batteries to replace Mitsubishi 2033C units - Installation and commissioning of new UPS units (after hours or weekends to avoid clinic disruption) - Disposal of old Mitsubishi 2033C UPS units, including heavy battery modules and electrical equipment, with proper disposal receipts - Up to 2 hours of training from a factory-authorized UPS manufacturer representative (1 hour at each location) - Permit application and payment for electrical renovation as required by local authorities - Unique or Notable Requirements: - Contractor must be able to self-perform the work - Proof of professional liability insurance for construction projects between $25,000 and $100,000 - Verification of SDVOSB/VOSB status for set-aside consideration - All work must be performed in a manner that does not disrupt clinic operations
Description
In accordance with the Veterans Affairs Maine Healthcare System, has a requirement for a Firm-Fixed-Price contract to provide minor construction services for replacement of existing Mitsubishi 2033C UPS units at the Bangor and Lewiston Community-Based Outpatient Clinics, in accordance with the attached Scope of Work (SOW).
This is a Sources Sought Notice (SSN) issued solely for market research and set aside determination purposes in accordance with FAR Part 10. This notice does not constitute a solicitation, request for proposal, or commitment for a future award. NCO 1 is seeking responses from Service Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), and all other small business concerns under NAICS 238210 to determine whether adequate competition exists to support an SDVOSB set aside under the Veterans First Contracting Program.
Interested parties must submit their expressions of interest in writing to the Contracting Specialist no later than July 7, 2026, at 4:30 PM ET. Responses shall be emailed to alexandru.sava@va.gov.
To qualify as interested in this project, the following must be submitted in response to this notice:
Firm s name and SAM.gov Unique Entity Id (UEI), address, primary point of contact, phone number, and email address; Firm s statement of intent that a quote will be submitted to the solicitation for this project; Verification of SDVOSB/VOSB status through the SBA Veteran Small Business Certification program, available at https://search.certifications.sba.gov/ ; Evidence of ability to self-perform in accordance with FAR 52.219-14 Limitations on Subcontracting; and Proof of professional liability insurance required for construction projects with magnitudes between $25,000 and $100,000.
All five (5) components must be submitted, in sufficient detail, on or prior to the 7 July 2026 deadline at 4:30PM ET. Failure to submit each of the five (5) components, as identified above, will result in a Contractor not being considered as an interested SDVOSB, VOSB, or SB. If adequate interest is not received by SDVOSBs, VOSBs, and/or SBs, then this project will not be set-aside.
