Lancaster ISD Seeks Construction Manager at Risk for District Bond Program

Lancaster Independent School District (Lancaster ISD) is seeking qualified Construction Manager at Risk (CMAR) firms to manage and deliver projects under its District Bond Program. - Government Buyer: - Lancaster Independent School District (Lancaster ISD), Purchasing Department - Contact: Eleanor Hairston - Scope of Services: - Comprehensive pre-construction and construction management services for district-wide bond projects - Projects include renovations, new school construction, roofing, HVAC, athletic facilities, CTE centers, safety/security, and technology infrastructure improvements - CMAR will collaborate with the District, Architect/Engineer, and stakeholders to plan, budget, phase, and deliver projects - Key Requirements: - Minimum of five public school district references from the past five years - Detailed cost matrix for CMAR fees and general conditions - Evidence of insurance, bonding capacity, and required certifications - Compliance with all federal, state, and local laws and Lancaster ISD policies - Submission of required forms: CIQ, W-9, Vendor Direct Deposit Form, Form 1295, Vendor Statement of Debarment/Suspension, Vendor Request Form - Evaluation Criteria: - Demonstrated competence, qualifications, past performance, safety record, and financial stability - No specific OEMs or product part numbers are named; the opportunity is open to all qualified CMAR firms - The District may award one or more contracts, or none, as determined by the Board of Trustees

Description

Lancaster ISD is seeking qualified Construction Manager at Risk (CMAR) firms to provide comprehensive pre-construction and construction services associated with the District's current Bond Program. The CMAR will collaborate with Lancaster ISD, the Architect/Engineer, and other project stakeholders to successfully plan, budget, phase, construct, and deliver projects while minimizing disruption to District operations, students, and staff. Selection will be based on demonstrated competence, qualifications, past performance, safety record, financial stability, and other criteria identified in the RFQ. Statements of Qualifications must be submitted electronically through the District's eBid system prior to the stated deadline of July 2, 2026, at 2:00 PM (CT).
