The City of Garland, through Garland Power & Light (GP&L), is seeking a qualified contractor to implement a modern Utility Network System leveraging Esri and Schneider Electric platforms. - Government Buyer: - City of Garland, Procurement & Contracts Division - Garland Power & Light (GP&L) - Key OEMs (Original Equipment Manufacturers): - Esri (ArcGIS Enterprise, Utility Network) - Schneider Electric (ArcFM XI, Editor XI, Designer XI) - 3-GIS (referenced for integration) - Products & Solutions Requested: - Esri ArcGIS Enterprise licensing, deployment, and configuration - Schneider Electric ArcFM XI and Designer XI installation, configuration, and migration from legacy systems - Utility Network implementation, including data migration, model design, and network configuration - Integration with existing systems (OMS, 3-GIS Lifecycle, Planning tools) - Services Required: - Comprehensive GIS data readiness assessment and data migration - Infrastructure setup (cloud/SaaS preferred, Azure recommended), high availability, and disaster recovery planning - Project management, organizational readiness, and stakeholder workshops - Testing, cutover, go-live support, and post-go-live stabilization (hypercare) - Role-based training for administrators, editors, designers, and viewers - Optional services: additional data cleanup, substation modeling, extended support, and additional training - Notable Requirements: - Compliance with CIS cybersecurity framework and City/industry security standards - Support for multiple environments (Development, QA, Production) - Minimal customization; adherence to best practices - Demonstrated experience with Esri Utility Network and Schneider Electric solutions - Coordination with ongoing/future system planning and integration projects - Evaluation based on technical approach, experience, project management, and cost (best value methodology)

Description
