TSA Announces Annual Fee for Crewmember Access Point (CMAP) Program Participation

The Transportation Security Administration (TSA), under the Department of Homeland Security, is implementing a new annual fee structure for the Crewmember Access Point (CMAP) program, previously known as the Known Crew Member (KCM) program. - Government Buyer: - Department of Homeland Security - Transportation Security Administration (TSA) - Program Implementation Branch, Trusted Traveler and Credentialing - Program Overview: - CMAP provides expedited screening access to sterile airport areas for eligible crewmembers of TSA-regulated aircraft operators - TSA will fully administer the program, taking over from Airlines for America - Fee Structure: - Annual fee of $19.00 per participating crewmember - Fee is intended to recover program costs and will be reviewed at least every two years - Requirements for Participation: - Aircraft operators must submit Master Crew List (MCL) and Master Personnel List (MPL) data - Operators must obtain crewmember consent for participation - Compliance with TSA vetting and security threat assessments is mandatory - Operators must provide a tax identification number and designate a financial point of contact for billing - No specific OEMs or commercial vendors are involved, as the program is administered directly by TSA - The fee applies to pilots, flight attendants, and other eligible flight crew members

Description

This notice sets the fee for aircraft operators that choose to participate in the Crewmember Access Point (CMAP™) program at $19.00 per employee, per year. The CMAP program provides expedited screening access to sterile areas at certain U.S. airports for eligible crewmembers of TSA-regulated aircraft operators. TSA will provide instructions for joining the program and submitting fees to interested aircraft operators. The fee becomes effective on January 1, 2027.
