Seminole County Utilities is seeking proposals for a large-scale upgrade of its water meter reading system to a cellular Automated Meter Reading Infrastructure (AMRI) solution. - Government Buyer: - Seminole County, Administrative Services - Purchasing & Contracts, Utilities Operations - Contact: Robert T. Bradley, Purchasing and Contracts Manager - OEMs and Vendors: - Badger Meter (required for meters and endpoints) - Ford Meter Box Company (current backflow device OEM for 3/4" and 1" lines) - Products/Services Requested: - 5,000 to 10,000 Badger RECDL Disc water meters (3/4" to 2") and HR-E Orion Cellular endpoints annually - Meter sets include register and antenna; most replacements are meter-head retrofits - 80-90% of replacements are register/antenna retrofits; minimal full meter replacements - Ford straight cartridge dual check backflow devices (part numbers HHCH31-323-NL for 3/4" and HHCH31-344-NL for 1") - RPZ-type, lead-free backflow devices for larger lines (no specific brand required) - Meter lid and box replacements, including radio-friendly polymer lids - Valve replacements (expected to be <5% of services) - GPS data collection for each installation (1-3 meter accuracy) - Project management, customer notification/scheduling, 24/7 warranty and emergency support - Unique/Notable Requirements: - Badger Meter and HR-E Orion Cellular endpoints are mandatory for system compatibility - County will supply ~90% of materials; contractors must be able to supply materials if needed - GPS location data and photos required for every installation - Work includes both standard and non-standard tasks (e.g., restoration, valve/backflow replacement) - Contractor must provide 24/7 warranty support for workmanship - Customer service during county hours and emergency response at all times - Proposals evaluated on experience, project history, and price - Compliance with county insurance and background check requirements
